The United States has proposed a draft resolution for the U.N. General Assembly that stops far short of a competing European-backed statement demanding an immediate withdrawal of all of Moscow’s forces from Ukraine.

European Union foreign policy chief Kaja Kallas said on Thursday that interactions between the United States and Russia showed Moscow had not given up its territorial goals in Ukraine, and that appeasing it would send a dangerous signal.

The US is opposing calling Russia the aggressor in a G7 statement on the third anniversary of Moscow’s full-scale invasion of Ukraine, threatening to derail a traditional show of unity, according to five western officials familiar with the matter.
